​Before I plunge into why Java is selected as correct answer let me discuss briefly operating systems and other options?

What is an operating System?​

An operating system is a collection of system programs that manages all the other programs (i.e, application programs) in a computer as well as the allocation and use of hardware resources such as the CPU (central processing unit), memory and the hard disk drive (HDD). It controls and facilitates the overall operation of a computer. It acts as an interface between the hardware and the user level program.

A) DOS

DOS is an acronym for disk operating system. The term DOS can refer to any operating system, but it is most often used as a shorthand for MS-DOS (Microsoft disk operating system).

Originally developed by Microsoft for IBM, MS-DOS was the standard operating system for IBM-compatible personal computers.The initial versions of DOS were very simple and resembled another operating system called CP/M. Subsequent versions have became increasingly sophisticated as they incorporated features of minicomputer operating systems. However, DOS is still a 16-bit operating system and does not support multiple users or multitasking.​

B) UNIX

​UNIX is a popular multi-user, multitasking operating system (OS) developed at Bell Labs in the early 1970s. Created by just a handful of programmers, UNIX was designed to be a small, flexible system used exclusively by programmers.Due to its portability, flexibility, and power, UNIX has become a leading operating system for workstations. Historically, it has been less popular in the personal computer market.

C) Windows NT

Windows NT is a family of operating systems produced by Microsoft, the first version of which was released in July 1993. It is a processor-independent, multiprocessing, multi-user operating system.The first version of Windows NT was Windows NT 3.1 and was produced for workstations and server computers. It was intended to complement consumer versions of Windows (including Windows 1.0 through Windows 3.1x) that were based on MS-DOS. Gradually, the Windows NT family was expanded into Microsoft's general-purpose operating system product line for all personal computers, deprecating the Windows 9x family.​

D) Java

Java is a programming language and computing platform first released by Sun Microsystems in 1995. There are lots of applications and websites that will not work unless you have Java installed, and more are created every day. Java is fast, secure, and reliable. From laptops to datacenters, game consoles to scientific supercomputers, cell phones to the Internet, Java is everywhere!​

Now you know, Java is a programming language used to create applications and it is not an operating system. Java is not an operating system because it does not boot the computer and enable the user-machine communication.​
